Time is a man made concept. The universe does not understand or care about man made concepts.
Time only exists because man has chosen a calibration based on his observation of the universe.
Does a fly have the same concept of time as a man?
Does a cat?
They don't perceive time at the same rate as us. Any conscious entity with a faster/slower metabolism doesn't perceive time at the same rate as us.
We can observe sidereal time, we can attempt to regulate our perception of time using sidereal time as a reference BUT we have no way to PROVE that time passes at the rate or the constancy that we imagine.
For all we know the whole universe could exist for a dfb - second. It might only be us who experience time so slowly that we percieve it as a long, long existence.
